Who can suggest a low cost printing/packaging source for a packaged food item?

Looking for a firm that can produce a limited number (<20) of digitally printed packaging, similar to what potato chips are put in for retail. Limited runs at firms we have been talking to run in the thousands, on the low end. This is for sales support purposes only. Thanks!
