Where to post marketing tips for startups?

I wouldn't bother.

One thing that I hate as a startup founder are fortune cookie tips.  These usually end up not being terribly useful. 

If you have a marketing consulting business, then what you want to do is to talk directly to startups and go into some sort of mentoring program.  Alternatively, what you want to do is to post examples where you've helped startups do successful marketing, and use word of mouth.

Is there a reason you don't want to use your own blog, or create one specially for the tips? I know there are tons of them, but still. You get maximum control and publish at your own pace.

Haven't read all the comments, but doesn't anyone else find it at the very least ironic that the questioner is asking how to market his marketing tips? Or, is this just a way to gather feedback to turn into a marketing tips article?

Post to your own blog first of all, then to LinkedIn Pulse. All other social media, newsletters, etc, should have a teaser and a link that sends them to your blog to drive traffic.

I think you should be informed by where your target audience spent their time most. I agree with all those suggest social networking sites but targeting the right people at the right time with the right message is very key.
