What's the average return an angel investor requires?

There is an annual demand of $30 BILLION USD for Franchise Financing in the US alone.

We have developed a revolutionary program for Financing Franchises and we want to know the best scenario for raising the funds.
The team has over 100 years of combined experience in the Franchising.

OUR WEAKNESS - We have little experience in raising funds.

Our program will begin in the US and go international in the first 24 months.
The program will need $5 Million to implement and a loan pool of $100 MILLION USD to meet the first 12-24 month demand.

OUR QUESTION - Do we seek an Angel Investor, and, if so, how much equity is fair; and what return is expected.

The Angels I know want to double their money in the three-year timeframe. Given prevailing interest rates on loans, I don't see how you can hit that goal via financing.
