Upwork has a lot of noise, do you think bringing in a new base like it, is required?

I have seen a lot of dissatisfied companies, developers, freelancers who are at their end of tolerance with Elance, Upwork. I feel that there should be a base which is as wide as these, with less noise and more clarity.

I could not agree more with this conversation thread. We are in the process of updating our comparative analysis of the capabilities of the major crowdsourcing platforms and Upwork has destroyed it's user experience. Furthermore, and more alarming, in conversations I've had with oDesk/Elance executive leadership, they are squarely focused on leveraging their existing model instead of innovating, or better, attempting to disrupt themselves.

The environment is indeed perfect for a new entrant with enhanced capabilities. Because the timing is right, we are now in the process of completing the specifications for that new global replacement platform so our DEV team can fine-tune an implementation timeline. We already received a commitment of funding from the first angel that saw our pitch because the basis of our platform will not be niche-specific, but rather leverage several strategies making it difficult to compete with or replicate (see Michael Porter's Five Forces of Competitive Strategy).

What does everyone hate about Upwork? I found the UX non-intuitive and dislike the fact that you are required to specify a budget (what? really? 90% of responses come in at my budget number??)... but there seems to be some more significant issues. What are they?

I used eLance for years and recently used Upwork; and didn't like it at all.  The user interface is awful.  It's more difficult to find portfolios and ratings of freelancers.

I don't want to disparage any real competitor, particularly the world's largest guerilla in this space, but I suspect that there is a fundamentally flawed corporate perspective when the focus is on shareholder value instead of making a difference and facilitating socio-economic change and empowerment.

Elance was fine.

Upwork, as a product, is a huge step backward. They've messed that up so badly that it might be the death of odesk/elance. 

Lots of room for competition and , consequently, there is lots of competition. There are tons of upstarts carving out segments of freelance work (specific verticals, quality/price points, automation) so there's obviously some consensus that the job could be done better.

I've used eLance heavily for years, both as a contractor and as a client. I'm a bit hesitant regarding this upcoming transition to Upwork. In my opinion, eLance is by far the best of the sites that I've tried.

If Elance is smart, its leadership will continue to test and iterate Upwork to determine whether it is where they want to migrate and consolidate. The critical factor here is their objective. Are they making this move because it's better for them, or better for their customers? 

If it's the former, their customers will move on. 

It's easier (and better) to be king of the mountain because your customers love you, rather than because they don't have a better alternative. There is always going to be an alternative - in in this case the customer base is comprised of entrepreneurs for the most part: just the sort who come up with an alternative to disrupt the status quo.

Are you enquiring about any ideas to bring-out a startup to replace/replicate elance/odesk/upwork?

I also would like to know more what you think is wrong with Upwork.  I've been using it as a contractor since 2011 to earn extra to fund my projects.  Ever since the move from oDesk to Upwork, the main problem thing I've seen are some stability issues (more outages).  This is critical, of course - but what else do you see?
