But my concept is about building our skills and hobbies
I want to provide a platform on we can learn how to dance how to sing etc etc
many of us can't afford singing classes dance classes or they don't have any resources for improving there hobby.
I want to provide platform for that.
I have this idea but i don't know that how to implement that please help me guys?

So Varun, you want someone to build your business plan for you? An idea has no value without the ability to execute it. As I've said before, I can stand in a room and hand out $10 bills and get a literally endless stream of business ideas. It's what makes the difference between an idea man and an entrepreneur, the ability to execute the idea, make it real.
I don't want to discourage you. Here's how to start. Go research how other digital learning platforms do what they do. Find out what they've learned works as far as transferring knowledge, setting up paywalls, how much sampling is necessary, where they get content, how they run their catalog, what amount of advertising is required, about customer loyalty, a whole long list of things.
This research is important to do yourself, no team required, no money required. Until you become intimately familiar with how e-learning enterprises operate already, you won't understand your own place in the market. You need to absorb their lessons so you make fewer mistakes and set appropriate expectations. This is the first task of any entrepreneur. You might even work for an e-learning company for a while to get first-hand experience that will help you conceptualize what you want to do.
I think your model may be bad though. If customers can't afford dance classes, how will they afford your e-learning dance classes? Is the reason people choose e-learning because it's less expensive? More convenient? Something else? Can the skills you propose teaching through e-learning actually be learned in isolation without someone helping you move your body, or providing equipment? Some of the reasons hobbies and skills are taught in-person is precisely because it requires a physical workshop, observing technique and making corrections, etc. Not everything can be learned by watching, especially hobbies. Not all hobbies are solo activities.

The best thing I have seen in this area is kinect XBOX. I love that because it teaches your and also can rate your improvement in your own physical space.
