It's a very weird position to be in. It's one of those 'Catch 22' situations. One one hand you want people to know that you're established and rooted, but on the other hand you don't want people to know that it's a crappy Holiday party in the office (i.e. only one employee).
If she finds herself in a weird situation she can always mention how her professional network are her 'employees'. If she is growing and will eventually have employees than she shouldn't worry over this.
In the end- be transparent with people. If they ask, tell them. If they don't ask than don;t worry.
A close friend was in the same situation. He referred to himself as the 'Founder & Creative Director' of a grassroots company. About 8/10 times no one delved any deeper- if you did happen to ask 'how many employees he had' he would be completely honest about it. 100% transparency.
It turns out he was the only employee. When it came to large projects he would talk about how he split the project into milestones among his network. He want believed there were smart people than him and having the perfect person work on each are ensured that the results were spectacular.
This was his business model and it supported the idea of a 'one man' company. Sure, he would love to have employees on site but it just wasn't practical for him when it came to freelance projects.
He now has three employees and one is his dog: the Director of Tennis Balls
Be 100% honest, and show your past work and your references.
It is not only an agency or such, any incorporated business whose owner itself a CEO, Director and/or employee. In your example, to credit her experience, I would better put my past work, project summary describing my involvement (at a summary level, if needed), and company/client name, etc. That would give the reader a better idea of what you are, your expertise, industry, etc.

I am extremely upfront with anyone I speak to about my "agency" being just me... clients I've worked with, companies I network with, past colleagues, fam, friends etc.
More so ... I'm confused on how I should reference it through online communication platforms such as UpWork / Freelancer etc.
I have branded my freelancing business as as 4876 Studio (name changed for confidentiality). My portfolio and branded messaging across various channels is branded as 4876 Studio and uses consistent language such as— “4876 Studio is a creative strategy and design agency…” / “we believe”/ etc.
I’m writing up a listing for one of the freelance seeker websites and am having some difficulty in writing the comms for my profile.
For example —
I am K.R, founder of 4976 Studio!4976 Studio is a ____. We believe ____. Our goal____.
>>>>Now, I’m wanting to bring it back to talking in the first person and saying something along the lines of — “I started 4976 Studio as a means to brand my freelance work…. etc etc”Then go into my experience… which is stacked with a big name tech company / leading their design studio etc.
So primarily, I am just stumped on how to reference / explain the "bold" --- Also please be transparent if it sounds arrogant or “fake”.
If you officially employ your self - yes, it's a 1 employee Company. But who signed a contract and who approved then? Looks like there is no HR manager.
