How to reach top management?

I have a brilliant idea to make university a better place. I even consulted it with my university professor and he helped me a lot on it.

Problem is that I do not have any direct connection with top management. Despite emailing them and knowing that they have read email (through email tracking software) I am not able to get meeting time.

How should I approach them?

What kind of connection does your professor have with top management? Can't he bring it up in his monthly review or something?

you can always start by approaching other universities,maybe even someone who has set new ones up (you can always cc the originals, that will get their attention, when their competitors are listening to you)

The fact that you have to ask this sort of indicates to me that your "brilliant idea" probably isn't. That's probably harsh, but it seems you're not terribly engaged at your own university to figure out who to talk to.

"brilliant idea to make university a better place". "Better" for whom? In what way? Who does your idea affect? Students? Professors? Researchers? In almost all cases, it's the research money and attendant prestige that universities are really after - students and non-research professors just help to fund that.

Go talk to the people who would be affected by your idea and ask them who to talk to to get your ideas moving. Go to student leadership (class president, student congress, etc) and ask for their input.

I would recommend getting your professor to give you a contact as he/she would be in frequent contact with management.

If it's management at other universities you're after, do some research on their website, LinkedIn, or simply call up the student bureau (reception) and ask to speak to somebody in their PR / marketing department.

Remember, persistence pays off.
