I've found partners and teammates before to work on a project without remuneration. A lot of people like to work on interesting side projects.
The problem you want to solve has to be a good problem, you have to bring skills and knowledge to the table as smart people like to work with other smart people, the market has to be interesting for the problem you are trying to solve. Than you need to know what are the positions and skills you are looking for. The rest is hard work, knocking on everybody's door that is a good fit.
And please pay attention on the word "side" it has to be a side thing until it gets some traction.

These days nobody is wanting to die in the battle if they have kids or mortgage. It's not easy to find a co-worker even if you offer full competitive salary. My personal success was with finding teams and individuals overseas, like eastern Europe, for example. You will have to pay something for sure, but they are way more flexible than mortgage-bound western workers. Negotiate, find what they really want. Some need regular amount of cash plus work/life balance. This equation worked well for me.
Yes. Seek out your local college career centers and ask for interns. They have job boards you can post to.
Find people who have the skills and believe in your business idea. Thats it!
