You're not ready for outsourced sales/marketing until you have internally perfected your sales process and marketing strategy. The risk for someone who isn't integrated in the day-to-day of your business is too high, and any fee will reflect this. Outsourced sales/marketing always performs less well than internal. And I understand you can't be the primary salesperson forever.
By all means, hire some help if you need it to develop, test, refine, perfect your sales process or to build and validate your marketing strategy WITH you. But don't expect someone else can do it for you, separate from you.
Like any wholesale business or resale business, outside reps want a sure thing. They want to know what to expect for the effort they're making, and it is on that basis that they set their fee (difficulty). If you're starting with them from scratch (no sales process, no validated marketing strategy), you are looking for the wrong thing.
