Hi Ivana, reading your message I understand that you are in the position in which you need tech people, probably you need a MVP to increase your chances to attract capitals but you have low or zero budget.
If your budget is low, but not zero, my advice is first to clarify your requirements and talk about them to a tech person in order to understand how much money you need in order to get a decent MVP. You could use this site in the Network section (if you are premium user) or you can also post a project to upwork and discuss with candidates.
If your budget is really zero, I would suggest to find a tech cofounder if your business really needs it, otherwise hire people in exchange of equity could be an option, but you will need to find people who really trust and approve your business model. This site and angel.co could be both good for this purpose.

Ivana, i would recommend to go to the Network section of Cofounders Lab, there are a lot of companies and shops that can help you to finishing with your idea. My advice is to partner with one of them, having an app or a platform and not having a tech cofounder it could result in many delays and necessary troubles. VC's look this as a red flag
Agree with Hamidreza Darabi on needing a bit more information? As example, skill sets are completely different for front-end design versus back-end integration, and typically finding individuals good at both can be a challenge.
